    Who needs an ISU permit?

    Approval and authorization from ISU are required for spaces with the following purposes:

    1. Commerce, with an area equal to or greater than 600 square meters or 200 square meters if the space is located in residential buildings.
    2. Public catering, with an area equal to or greater than 200 square meters.
    3. Offices, financial, banking, insurance, and stock exchanges, with an area equal to or greater than 600 square meters.
    4. Health care with continuous hospitalization – regardless of area; dispensaries and polyclinics with an area equal to or greater than 600 square meters.
    5. Education, supervision, care, or accommodation/shelter for preschool children, students, elderly individuals, persons with disabilities, or homeless individuals, with an area exceeding 150 square meters.
    6. Train stations, bus stations, subway stations, with an area equal to or greater than 600 square meters.
    7. Cultural spaces, for spaces exceeding 600 square meters.
    8. Parking lots with more than 10 spaces.
    9. Recreation centers with pools, relaxation and body maintenance services, recreational and sports activities, with an area equal to or greater than 600 square meters or 200 square meters if the space is located in residential buildings.
    10. Tourist reception units, with more than 8 rooms and/or 16 places, such as guesthouses, motels, hostels, hotels, tourist cabins, etc.
    11. Production or storage, with an area equal to or greater than 600 square meters or 200 square meters if the space is located in residential buildings.
    12. Sports facilities, with a minimum of 200 seats indoors and a minimum of 1000 seats outdoors.
    13. Temporary outdoor events with a minimum of 200 seats for performances or meetings, or with an area of at least 2500 square meters for commercial activities.

    Therefore, if the space and its purpose fall into any of the categories mentioned above, you need ISU approval/authorization, for which more comprehensive documentation is required. If the space and its purpose do not fall into any of the categories mentioned above, you typically do not need such ISU authorization.

    However, to be certain about this matter, we recommend requesting an official written statement from ISU, which confirms this and, in the context of authorizations, is called a "negation." This document serves as a basis for compliance with ISU regulations and can be relied upon during ISU inspections. Additionally, a negation is necessary if you are applying for an operating permit from the Municipality, as municipalities issue permits based on official responses from other public institutions, including ISU.
